S-4 is located off the eastern shore of Papoose dry lake, approximately 13 miles south of Area 51 (Groom dry lake). There is a teardrop feature on the dry lakebed, S-4 is about 900 feet off the lakebed, where the desert floor meets the hillside.

S-4 consists of a facility built into the hillside, it has multiple hangar bays, work areas, laboratories, meeting spaces and areas for the staff. As they pulled up to the facility, the bus would drive past the row of nine camoflaged hangar doors before turning 90 degrees to the left and pulling up to the pedestrian entrance. The doors sat at a 30-60 degree angle, were sand colored and coated to match the texture of the surrounding desert environment. A synthetic tarmac area was present outside the hangar doors.
